Position Overview
This role involves business development, stakeholder engagement, and operational leadership to facilitate the successful hiring of foreign workers under the H-2B visa program. This person will report the H-2B business results to the Board of Directors and report to the President with responsibility for sales targets, NPS scores, and EBITDA.
Duties & Responsibilities
Leadership & Strategy:
- Lead and manage the H-2B division, developing strategies for program growth, optimization, and client satisfaction.
- Foster alignment and a cross-departmental flow of information and efficiencies.
- Develop and implement strategies to expand H-2B employer participation.
- Identify new industries and markets for H-2B workforce placements.
- Monitor regulatory updates and ensure program compliance with U.S. Department of Labor (DOL) and U.S. Citizenship and Immigration Services (USCIS) guidelines.
- Assist in identifying and recruiting key leadership talent to support departmental needs.
Employer Engagement & Business Development:
- Build and maintain relationships with U.S. employers seeking seasonal or temporary labor.
- Develop marketing strategies to attract new employer clients.
- Consult employers on the H-2B visa process, worker quotas, and program benefits.
- Negotiate contracts and service agreements with employers and third parties (when applicable).
International Recruitment & Workforce Planning:
- Oversee recruitment strategies, focusing on in-country and out-of-country workers (including new, returning, and supplemental visa workers.)
- Diversify source countries to mitigate risks and ensure workforce availability.
- Develop partnerships with international recruiters, embassies, and labor agencies.
- Increase H-2B placements in key industries, including hospitality, landscaping, and construction.
Operations & Compliance:
- Ensure all visa petitions, labor certifications, and employer applications meet legal and procedural requirements.
- Collaborate with legal teams and compliance officers to handle audits and documentation reviews.
- Track program performance, worker retention, and client satisfaction.
Stakeholder Collaboration:
- Work closely with HR teams, legal counsel, and government agencies.
- Educate employers on program updates and best practices.
- Conduct training sessions, webinars, and industry presentations on H-2B workforce solutions.
Process Management:

- Develop and implement a structured process for managing H-2B visa petitions.
- Establish timelines and milestones to align with DOL and USCIS processing windows.
- Forecast labor needs and plan recruitment cycles accordingly.
- Continuously improve and optimize workflows to enhance efficiency.
Employer Application & Compliance Management:
- Develop and implement a structured process for managing H-2B visa petitions.

Recruitment & Workforce Coordination:
- Design and oversee recruitment strategies to streamline approvals.
- Manage relationships with international offices and diversify worker sourcing countries to reduce risks.
- Establish a tracking system for worker applications, ensuring all documentation is complete and submitted on time.
Document & Data Management:
- Implement a centralized database to track applications, approvals, and worker deployments.
- Maintain accurate records of all employer contracts, worker documents, and government filings.
- Ensure digital and physical documentation is securely stored and easily accessible for audits.
Coordination with Legal & Government Agencies:
- Facilitate communication with the Department of Labor (DOL), USCIS, and U.S. embassies for visa processing.
- Oversee the consular interview scheduling and visa issuance process.
- Address Requests for Evidence (RFEs) or compliance audits in a timely manner.
Logistics & Deployment Oversight:
- Ensure smooth arrival and onboarding of H-2B workers.
- Coordinate with employers on housing, transportation, and worksite logistics.
- Develop a contingency plan for delayed approvals or worker shortages.
Performance Monitoring & Continuous Improvement:
- Track key performance indicators (KPIs), such as processing time, placement success rate, and employer satisfaction.
- Identify bottlenecks in the process and implement solutions to improve efficiency.
- Regularly assess worker retention and employer feedback to refine the program.
Reporting & Performance Metrics:
- Deliver regular reports to the BDV Board and Executive Team on program performance, visa processing status, risks and opportunities in the marketplace, and other critical issues.
- Contribute to the development of reports for the BDV Board of Directors.
Qualifications
- Strong knowledge of U.S. immigration laws and labor regulations.
- Excellent negotiation, communication, and stakeholder management skills.
- Ability to analyze market trends and develop strategic partnerships.
- Experience in international recruitment or working with global labor markets is a plus.
- Multilingual skills (Spanish, Portuguese, or other) are an advantage.
- Familiarity with the H-2B program. Additionally, familiarity with other employment-based visa programs, such as EB-3 Skilled, J-1, H-1B, and TN, is a plus.
- Strong understanding of government agencies involved in immigration (USCIS, Department of Labor, etc.).
- Expertise in sales principles and practices to drive successful sales cycles.
- Ability to establish and maintain strong customer relationships to build loyalty and repeat business.
Preferred locations:
- Greenville, Atlanta, or DC and relocation is an option
Education and Experience
Education:
- Bachelor’s degree in Business Administration, International Relations, JD / Law, or related field. Advanced degree(s) in immigration law or business management a plus.
Experience:
- 10+ years of experience in visa program management, recruitment, or workforce solutions.
- U.S. immigration services, with at least 5 years in a leadership or managerial role focused on U.S. visas a plus.
- Proven experience managing teams and leading cross-functional initiatives.
Supervisor Responsibility
VP will supervise and manage cross-departmental teams, including the H-2B business development, sales, marketing, and operations teams, ensuring efficiency and optimal results across all functions.
